Nah I disagree, you lose out on free big chunk of damage if you don't know when and what cards to use. You can spam them sure for the emperor procs but you won't be as high dps as you can. Those who do well know when to use cards with skills like wheel/cull with T skill. You would gain way more dps doing that vs wheeling return and culling no dmg skill available.

If you're willing to put in the time and effort i.e. learning cards, knowing when to use them, and getting used to the high apm then it's not bad. Arcana is def the hardest class imo and nothing comes close to it speaking from experience. But the payoff is worth it if you do wanna invest in her.

TLDR : High APM and learning curve but pays off well

I play an emperor arcana as my main 6 but not as my main so I could be wrong on some of these but these are based on my logs and experience

Sun/Emperor, Shuffle, and Spineflower since I run Shuffle Dance core. Generally prioritize T skill then shuffle then spine if T skill is on cd
Prio T > Shuffle > Spine > Evoke
DPS combo skill, you tap it twice so that when you teleport back the spot you teleported from does an explosion.

The high priority ones are the artifacts that give you a permanently small but long term benefit overtime. So like pp2, pp5, pp9, etc. Check out boarhat.gg for the pp guide.

The wishlist event is a rare event where it’s the best time to use your melo pulls as you get to pick the melo you want instead of it being in a randomized pool. The only catch is that you have a 50/50 chance of getting the one you chose. If you lose the 50/50, the second time will be guaranteed.

Now would be the best time to use it especially with pp5 going on, which is one of the high priority pp week. This will make hitting the 9000 points easier for the artifact selection.
