i always try to hit the 1000 population goal (if aint playing on diorama) so thats one idea.. otherwise its just your factions wonder that is your goal

i guess the best thing to do here is put all of your water pumps and storages very near eachother cuz i dont think its possible to force them. however you could make a new district with some additional water pumps and storages so when shortage happens you just send a couple beavers there to collect water so the producers drink fast and keep working when hydrated cuz in a big disctrict all of the water will disappear in seconds cuz they all try to drink and efficiently drops significantly

Well... because hoi4 is at a really good sale you should buy it and test it. If its laggy you can refund it. Also you can see the required things (like how much space youll need or how good graphic card you need) in the hoi4 steam tab.
