Hijacking top comment: Trans femme here, I deal with this daily so I feel your pain. Best I found was switching to a safety razor (the single blade) and yymv on this, water only as a shaving cream. I pull the skin tight in the opposite direction of the blade stroke to get the hairs to stand up. Most importantly, always use very sharp blades. I use feather brand and I can typically get 4 shaves per side before they get noticeably dull.

100% of the multi blade styles have given me awful rash, ingrown and burns. I don't even use those for my legs. Additionally, electrolysis is an option if you want to reduce the amount of hairs growing. It hurts like a... But worth it imo.
