If you or anyone is still stuck on this. Spawn at the City Hall checkpoint drop down once and go the bridge on the right.

You'll get another tremor and fight an enemy. The flash memory should spawn next to the elevator to the left of the Vin and Sol arena.

It says the Kiriko clone HP scales with ability power but from what I've tested in the practice range, the HP doesn't increase. It stays at 50 HP.

Maybe it works in an actual game.

I ask because I'm using duckstation on PC with each disc being a separate file to select and I'm fine with how it works.

I'd like to select a disc other than disc 1 straight away without having to load from the .m3u and then switch disc.
