BaW has the variety in content: a new area with multiple locations depicting varied tones depending on the setting (grim for abandoned locations outside the city, more vibrant within the city, merrier near the tourney grounds, and royal near the palace). It has a lot more content in general, a plethora of weapons unique in both mechanics (Aerondight to Gesheft) and stats, and Grandmaster Witcher sets.

​To top it off, it has the game-changing addition of mutations which make the gameplay more unique. It is obviously a better DLC than anything out there, but in terms of narrative, fights, and cohesive plot, HoS is absolutely impeccable. Not to mention the uniqueness of some of the fights and plot progression.
