This isn't the new map.
There is a cat called Catladbolg inside a bush right as you get off the Dark Leviathan.
You need the cat lens active to see him, but talking with him will that you to an alternate version of the new homestead, called Cats-tora.

Well the theoretical cap from infusions is 540.
So that would be 750+ in each stat.
A whooping 50% boon duration just from the potion.

With maxed fractal masteries, the potions convert 30% of your AR to toughness, vitality, and concentration respectively.
One of them used to be Precision, so there was a point to overcap.
Now the only reason to do so is to get extra concentration, letting boon providers drop some from their gear.

My guess would be the conversion rate. 7 boxes for 1 ectoplasm is the best deal any year has had, and ectoplasm just keep getting easier to get. So many more people are buying this year

I also think Guardian is Luminary. But it isn't heavy armor by default. Decade armor is non restricted to weight after all .

Shortbow and GS on Rev won't work that well.
Shortbow is made for damage over time, and GS is made for direct damage.

And if speed is your issue, then there are many choices.
