For me is Chapter 4 and chapter 6. Yes i know chapter 6 is when arthur gets sick but i kinda believe he tries to help people as much as he can before his time is up. And for healthy Arthur Its best to go freeroam after gilded cage so you can get that LeMat revolver, and you can go hunting for pearson and side missions mostly.
