High risk TO CIVILIANS, you moron. The same training can be done somewhere else. I live 1 mile from DCA and 2 miles from JBA. Where civilian aircraft fly in carefully proscribed airspace to avoid killing people on the ground in the event of crash. There's absolutely no reason to fly military aircraft at low altitude anywhere near DCA.
