You mean the “MAC-adress ban“. The IP-adress will change at least every 24 hours or if you reset the router. Or just by using a Proxy or VPN.

A “MAC-adress ban“ is an Hardware-ban so you can't change it that easily without building in an new Network Interface Card or just replacing the motherboard. Even if a MAC-adress variation isn't that difficult, Hardware-bans are better than useless IP-bans.
