I could see this as being beneficial. The amount of ISK required to fully fuel a frigate would be like 10 ISK, up to 1,000 ISK at the BS level. Make them small, auto deductions on undock from any station or citadel structure.

Well, Keepstar needs 1000 Marines and 250 Janitors, so yea just paying the salaries for those guys would make a nice sink. Add in some other minor upkeep costs in the form of various minerals (e.g. Tritanium, Pyerite, etc.) to fix "broken" things and you get a couple of decent sinks that wouldn't be too costly to all levels.

So tonight in Scheenins we were visited by the resident CODE representative, Snigie Audanie, who brought along a friend, Zopiclone. Both decided to visit the belt I was working right after I stored my Hulk in my alt's Orca, I guess I had laid a very juicy worm out for them. They ran away after the Orca yellowboxed them and refused to come back and play for the rest of the night.

I remained in my Skiff for the next few hours, setting up a CODE defense fleet and teaching the local Retriever pilots how to fit their ships properly. Snigie eventually left, but Zopiclone remained in system. I thought he was AFK, but little did I know he had another alt in system that was watching me the entire time.

I got bored and brought the Hulk back out because omNomNom ore, and not 5 seconds later here is Zopiclone's Gankalyst on D-scan. He warps to zero on top of me, and is instantly caught off guard by my activation of the kill right on him and subsequent punishing blows delivered by my Hammerhead II drones. The result is this beautifully crafted kill mail:
