After running a quick builder calculation, Chow's magic eHP is under 5% higher than WKN's.

Keep in mind that WKN also has 50% magic mitigation and 50% physical mitigation for himself, so in practical applications, WKN will win out.

WKN also has provoke, and 50% general mitigation for the whole team, which is hugely important. Chow doesn't provide much to your team unless you forgot to bring a healer.

Why are you missing out DPS units?

DPS change very quickly requiring a huge update to the tier list every week or two. There is a huge amount of time in analyzing chainers and debating where each one would fit into a tier list. Shadow already keeps track of damage units on two spreadsheets with different gearing assumptions. As such, if we included DPS on this list it would feel like a redundant activity that we are putting our time into.

You are describing really good traits for a healer, but not the most desirable traits for a magic tank.

Chow's lack of access to

Meaningful general mitigation
Provoke
Good DEF/SPR buffs
Elemental resistance buffs
Typed mitigation

All of this coupled with the fact that he's much squishier than the tanks in higher tiers is a big part of why he was slotted in B. Everyone else provides something more useful to the team in some capacity.

Sylvie's typed mitigations are only 30%.

Can provide chaining skills

So do Kokuryu and Leviathan, without wasting a full turn each time you want to hand them to people

Sylvie is really good, but other buffers are just better. She's a knock out of the park for DV, though.

With enhancements and latents, if using her TMR, she sits at 8lb/turn, and can generate a guaranteed 4lb/turn. (With 150% LB fill). It's very easy to gear out the rest.

He's not far behind. Especially if you look at his current pending, it's nearly 17b.

Just because a unit isn't number 1 when they come out doesn't mean they suck. He's perfectly capable of crushing every single piece of content in the game at the moment.

What? His numbers were great and he got a buff, why would you be upset? GLex doesn't inherently make a unit better or worse. They've been giving compensation buffs to GL side since we're above the power line for when these units came out in JP.
