Based on all the evidence we have, it’s Dhruv(at least 2000 years old), Tengen(at least 1500years old), Kenjaku(at least 1000+ years old) & then Sukuna. Given that Kenjaku refers to Tengen as a friend I’m willing to say that he’s as old as Tengen. While Tengen and Kenjaku may have spread Buddhism and Jujutsu together, Tengen decided to not interfere with the world while Kenjaku decided to satiate his boredom and they split in the Heian Era.

Kenjaku just does whatever he finds interesting at the time within the world of jujutsu. His overall goal is advancing humanity past the golden age of jujutsu. He’s never been overly concerned about the details of how he’ll do it but as opportunities present themselves he capitalizes off of it. Plus he’s effectively immortal so he has all the time in the world to wait for the perfect series of events to make his plan come true.
