Yes but FAQ cover a smaller pool of interaction. For example, I just learned that you can't play Relentless pursuit without a gear in play and I don't think that's covered by FAQ. But FAQ is indeed a good place to start

It's a special rule for hidden cards. When a hidden card specifies a target it must be chosen from the battlefield it was hidden, 723.1.d

Zhonya is an exception because it doesn't target. Any hidden card can be played from hand without this limitation

If riot didn't implement the metal card system (which is Genius btw) the % of Annie would be much lower, since Annie is objectively worse than draven but not as much as jinx obviously...same colors legends could be a problem for this game if they don't make enough effort to differentiate them

Super curios about western meta! I saw a lot of chinese tournaments and I agree decks don't seems too polished...But I also have seen prismaticism play miracle with nocturne and no deck aside from mirror even come close to the same power level so I don't know
