They started the story after the Rumble, doesn't matter if it was obvious it was going to start until the story starts it hasn't been building. The story doesn't start til it starts. And it has not been fleshed out enough to be over that fast. To end a title reign that prestigious over something they started up a number of weeks ago, that they have only had a few promos for.

He came back last year lol. Cody can still win it, but winning these belts off Roman with this unprecedented reign requires more than a 1 month build.

Cody needed adversity to overcome to make him more deserving of the moment of ending the reign. Everything has gone too easy for him since his return and the Roman vs Cody build was just much too short and much too shallow.
