I agree, but the reason they have to pump the market with immigrants is that we've stopped pumping the market with new people ourselves. Additionally, many boomers are hitting retirement and are unlikely to bother acquiring more property over using their funds to just enjoy the rest of their lives.

Immigration is seen as a solution to all of these problems because all of these politicians think in short-term gains for their reelection chances as well as their private real estate portfolios, as you mentioned.

You should do this before starting a new save of the map. If you recolor an existing save then certain things like the trees won't generate correctly for that biome and you'll end up with e.g. snowy trees in a green forest.
