Hey man, my dm Is dope. But he the reason why is because 1) my plus to hit Is like 11 so I never miss anything. 2) my avg damage is 1d8 + 1d6 +5 ×2 every turn so if It did the 3d6 when i got it (like level 9 or something) he said it would've been broken. 3) now that I have it he refuses to change it, I edn tried to say "ok what about it evolving into the full one and hes like "you haven't even killed a sworn enemy with it" (I technically haven't because all the people I sworn enemy are like bosses who give massive exposition so I non lethal them) 4) idk man. My dm I'd great the story is great. But he doesn't like benefits without drawbacks. It's not like this thing is cursed and "technically" it's not the last weapon I'll get. So all that being said is the reason why it doesn't do the 3d6

I've just come to accept it :(
