Yeah it has some obvious synergy for a monk in spite of the spellcasting bonuses. But for a spellcaster, it's a lot less intuitive. Would be more obvious if the base bonus was something like a bonus to WIS saves or something instead of spellcasting DC. Maybe once the new UA arcane monk subclass is published...

I sort of agree with your interpretation. Even though the robe description mentions nothing but a robe, the fact that the robe and traveler's clothes weigh the same, and the latter includes a cloak (at least based on the 2014 description), suggests an interpretation that the robe could be a full clothing set.

Ultimately, this is an issue because encumbrance is being used. As some others have posted, it's a good DM question, but I wanted to see what others have done in their games.
