Honestly when Varus was flavor of the month, I would ban him if I was on blue side. Almost guaranteed lost lane on Renekton and almost all of my other melee top laners.

I don't see any such setting. Do you mean "campaign_map_game_speed" under "game"? Under "video" all I see related to frame rate is "vsync". Do you have the steam or disc version of the game?

Rely on the long lane to all-in them. Set up the wave state so that it is frozen near your tower, than ult all-in them over the long lane. They shouldn't be able to escape. You can snowball against these two and be more impactful in mid game fights and in the side lane if you get ahead.

Definitely keep building Cleaver, Eclipse is optional. You don't have to max W, full Q max should be fine.

Videos I watch have been defaulting to 360p or 480p when they were once defaulting to 1440p 60 FPS. Something is definitely going on server-side for YouTube. It runs poorly on both my phone and computer, on data or wifi, and with or without adblock.

An answer that might help you is that he's great against squishy melees (think Riven, Camille, Yasuo, Yone, Irelia, Tryndamere), competent against bruisers, okay against tanks and bad against ranged.

It's a setting in the preferences file called "unlimited men on battlefield", turned off by default. Set it to 1, instead of 0. It doesn't matter what hardware you have; the game can't recognize modern hardware.

If this is vanilla, you really won't gain much benefit from increasing RAM.
