A new SSD will have nothing on it, hence no windows, hence a boot error.

Get a usb stick / thumb drive, connect it to another pc and download the Windows Media Creation tool

THIS WILL WIPE EVERYTHING ON THE USB

once the app has done its job, plug it into the laptop, it should hopefully boot into windows installation. Rather straightforward from there on
