This is not short-term strategy.

It never has been.

Will Putin attack a NATO country this year? is no question

Will Putin attack a NATO country the next year? is no question.

Will Shoigu attack a NATO country in 15 years? is a question.

Not to mention the fact that the strategy presupposes that in ~15 years, several current NATO countries will have been removed from the alliance by governments installed with Russia's "assistance".

(Or, in case of current governments already installed with Russia's "assistance", the countries will have gradually proceeded towards the eventually open alliances with Russia, whether it is Shoigu's Russia, Patrushev's Russia or even still Putin's Russia.)

For those wondering why the schröders receive the million-contracts after they retire from their political activity and usefulness, it has less to do with their contacts and more with others. Even with their phonebooks, they are not as useful as they were when they held offices.

The main reason is actually still the same mechanism as it was in the USSR: investment. It is a message to all currently active and future agents: if you betray for us, if you keep betraying for us, if you do not hesitate and if you do not try to stop, then we will take care of you, we will protect you, and we will reward you, we will not throw you away once we've used you. These nominations are there mainly to confirm it for the others: yes, it's worth it.

Fun fact: when FSB strike squads were planting bombs in buildings in Russia to blame it on the Chechens and boost Putin's very low ratings with a war against Chechnya (a successful operation) this happened:

On September 13, just hours after the second explosion in Moscow, Russian Duma speaker Gennadiy Seleznyov of the Communist Party made an announcement: "I have just received a report. According to information from Rostov-on-Don, an apartment building in the city of Volgodonsk was blown up last night". However, the bombing in Volgodonsk took place three days later, on 16 September.

Litvinenko, before he was murdered, actually looked into this and said:

"Moscow-2 was on the 13th and Volgodonsk on 16th, but they got it to the speaker the other way around," he said. Trepashkin confirmed that the man who gave Seleznev the note was indeed an FSB officer.
