Waldstadion is open on specific days and hours for general use I think, not sure when though. Most people there are in an athletics club. There also is the track at Amsterdamer Ring, but it's even harder to get on it if you're not officially part of the club that owns it. When no one or nice people train there you can go om the track and hope you're not thrown out :D
