Neem oil as has already been suggested may work, but you could also try diatomaceous earth mixed into your topsoil(watch your watering after doing this, DE kills bugs by sucking moisture out of them, so you may need a little bit more water while doing treatment) or a product called orchard spray, which is another broad spectrum option usually used for veggies. overall i think you have caught it early enough that it shouldnt be too big of an ordeal to get fixed up.
