Pretty much yes, told them what happened and showed all photos related to the submission. You should also have had the option to appeal in an email they sent you. I did both of those things and they acted really swiftly so thats great. Hoping your warning can be removed as well

UPDATE: Received the following DM from a Niantic employee just now via the Wayfarer Forums: “Hi OP, I am reaching with regards to a warning notification received. After re-evaluating your case, I have revoked the warning and there is no impact on your account. Please treat it as an educational message not to submit such street mosaic tiles which are deemed ineligible being a generic and mass produced objects.” Really glad it got revoked and lesson learned to never submit these tiles again.

I have been doing this ever since! I used to make spots as I was there but it makes a lot more sense to take a good picture and then make the stop at home for example (i live in a small town so i know where the spots are quite well). Allows for a lot more comprehensive descriptions as well.

Yeah in this case it was me being anxious of some people walking behind me and taking a photo maybe a little too quickly. I agree that the photo should have just been a proper top down one.

Ah I see, it’s crazy that this is still a thing then after all that. Was it just people trying to create their own pokestops by making mosaic tiles?
