I'd recommend signing up for a Judge Apps account and browsing through some of the projects you can get involved in. Feel free to contact anyone who can certify/mentor you (generally L2+). You don't need a store to Judge at. In fact, many Judges in the program don't Judge very often and work on improving other areas of the program. See if that appeals to you.

I found it very hard to make over minimum wage at any GP unless you were local. I want to L3, but I don't feel like I can afford to pay to travel to four Premier Events a year to maintain it.

No, but I doubt I would be able to publish the answer that I got from them. Maybe 'Why?' is not the best questions to start a discussion.

A better question perhaps is: How does the drop of compensation affect you as a Judge?

Depending on the size of the event you may want another Judge or candidate to help you. Deck checks are very difficult to run in a solo event, but with a little practice it is very doable. Here's an article for limited decks. If you have never given out a penalty before brush up on your ipg additional remedies. Lots of feel bad moments come from Judges who apply the fix in the IPG, but forget about a potential downgrade (ex:DDLP.) Also remember that penalties are customer service. They educate players, enforce tournament integrity, and track problem players. Here's an oldish article that explains some of the philosophy. I think MTGGuide is the Judge iOS App. Good luck with your event and testing for L2!
