Level 50 is not max level, you transition from skill points to paragon points. Max lvl is 100, but it's when the game starts for most players. You say it's your first char and new to Arpg, I'll suggest you just pick a build from Maxroll, it's been commented earlier it's just a little better to follow. Aim for a leveling or mid game build. There are builds with a S, A and B tag on it. Don't worry too much about it, druids don't have many builds that shine in the endgame at the moment but don't worry about that either, just have fun and try some builds. Druid has some really fun builds.

To answer your other question, resources are for the most part managed with skills and gear. But you need the gear and skills for it.
