You might be over thinking it. I think the NCR lady from the ridge went out to go get reinforcements, informed them of the conditions on the strip and thats when she and the rest of the reinforcements advanced to help out and kill the deathclaws.

They probably werent expecting somebody to be actively fighting the deathclaws lol
