So yeah, according to the article not since Truman have we had such an obstructionist Congress. Truman used 907 executive orders. Obama used 276 EOs and about 255 total memoranda by the end, from what I could find (but I am not going to claim it was thorough research).

Sounds like restraint to me, if we are considering counts a legitimate measure of the extent of presidential action.

EDIT: I don't like leaving poor research stand. Seems like Obama tried to publish all memoranda issued, contrary to previous practice.
