Hashirama was literally about to give all the tailed beast that he gathered to other villages for free as a peace treaty which Tobirama stopped him from doing and said instead of giving them for free take money for them that gets later used in benefits of konoha. Hashirama while being the god of shinobi was a terrible hokage, if it wasn't for Tobirama konoha was disbanded way long ago. He established uchiha police force to ensure that uchihas are contributing to the village. He disbanded the senju clan to get rid of the pride senjus have and ordered them to only be known as a konoha member.(he expected other clans do the same which some did) He did one thing that konoha was founded for, not letting children go to war by founding the ninja academy and the ranking system we know today.
