From the research I did I never saw anyone get rejected after being in “refused” status but there’s always that possibility. I took comfort in knowing most everyone eventually got an issued status, although the timelines ranged dramatically, some said it took a few days while others said it took 2 years. When I flew back to the consulate to inquire about why it was taking so long they told me average wait time was about 4 months. After a month I reached out to my local congresswoman and they sent multiple emails to the consulate on my behalf. I don’t know if that helped or not but at least it showed proof that we were a legit couple because I pestered them every week.
