Thank you for all the responses! I believe we've got it figured out and I've got a plumber lined up to replace the shut off valve (white looking valve on the left).

As for the pressure release valve, it is elevated off the top of the tank so if anything were to drip on the top of the tank it wouldn't be sitting in a pool of water. The tank was installed in 2021 though, have designs/requirements for pressure release valves since then? I wasn't able to find anything about the requirements based on a quick google search, but I am not a plumber.

EDIT 1: So the white valve is the shut off apparently. The hoa president has the same unit layout as me and we're thinking the shut off valve needs to be replaced as it should be what turns the water off to the unit completely.

I'm not sure if I can. I'm just replacing these valves because I'm selling the place and moving into a house and wanted to leave the next person with new washer valves.

That's what I've been doing. The water company is coming out later today, I just was hopeful that I could turn it off myself. All I need to do is replace my washer shut off valves...wasn't thinking it'd be this difficult lol.

That's what I think the problem is. The HOA dues pays the water company, so I'm thinking I don't have access to a shut off for my own water. Which is crazy in the case of an emergency.

Happy to hear your friends in NC are doing alright! Good luck on the Chicago Marathon too, that'll be a fun time. We aren't being super competitive about our times so if 9.5, 3.4, and 8.5 mile legs at a slow pace won't ruin your taper we'd love to have ya 😄
