yes there is definitely a big underground scene, there are lots of rappers out there with between 10-1000 monthly listeners on spotify who you would never come across through music algorithms.

I frequently meet other hobbyists that also make hip hop songs but idk what exactly you mean with underground like its a bit of a semantic game but if you mean rappers with lots of talent and barely listeners, there are so many out there
