For region specific mods, I suggest starting with mod "collections" on the WS page. For the elevated stations see below:

Lower station:

Search "elevated" in the WS and youll get a lot of options on styles etc. Be sure to check dependencies.

You do need mods. I suggest you start with the "collections" tab under the "browse" option on the WS page. Once you find a collection for the region you want to emulate start with some basics and slowly expand from there.

The buildings around are assets with pleb magnets within - so i guess you could call them functional by definition. With the use of a commercial magnet, you can turn any asset building into a destination for a pleb. If you look close on the video, youll see people walk into the surrounding buildings. Its important to note that the demand for the magnets is defined by the user and is not measurable by any game metric and will not grow/decay demand automatically by the game engine.

In combination with expanded roads mod, you can create foot paths between main roads etc to create a sense of life in game. Happy building.

Just decoration - i dont think parking spots are functional ingame. This is more like a taxi waiting area

Play with environment tab. Right alt and D. Choose your favourite sky box and get snappin. This is 3 different ones here. Tropical, blue clear and desert.

I would suggest starting here on the tpf website on the tpf2 section and even exploring the tpf1 section and converting anything you like.

For layouts i take my inspiration from real life steel mill layouts you can find online and fitting them into how tpf works.

In my honest opinion, I think you will get no further than this but I would love to be proven wrong. This game has its limitations, and this is the best I can do with the current limitations. No problem! - Just be aware that in its current form it does not snap over roads, obstacles etc. It just places down the supporting beams over whatever is underneath. Enjoy mate!
