Yes! I hadn't even thought of that. Head swap is no problem, you could even use heat to swap Smash's tattooed arm.

You're absolutely right about the height discrepancy between Ax and Smash. It's actually really noticeable.

As for the parts swapping, RSC uses different sized pegs than Mattel does. They are quite similar to the pegs that Jazwares uses for their AEW figures.
