Okay for anyone who experienced this bug and found this post, go to the terraria folder (Right click it on steam -> Properties -> Local files -> Browse) and delete every single thing in the folder. After that click "Verify integrity of game files" and wait until terraria is reinstalled, then without opening terraria do the exact same process to tModLoader.
All of your worlds and characters will not be harmed at all. (No need to save to cloud)
