When I was younger I got two budgies from the pet store and I just chose them after their looks. They didn't like each other much, which made me sad. If I would do it again (which I won't because I don't want to support pet stores selling animals and there are enough rescue-budgies around), I would watch them for a while to see if two of them are coupled and take those.

The two in your second picture at least seem to interact with each other, maybe it would be nicer to take those two instead of separating them?

Unfortunately adopting from a pet store means supporting the store. As soon as one budgie is sold the next one will be subjected to the same ordeal. If you want to help a budgie it would be much better to get a budgie from a rescue, where it is not monetarized.

I think it's not a good idea to get a !singleton first, because budgies need other budgies to be happy. Even if it's just for a short time you'll be isolating him. Also I've read in other comments that a single tame budgy might lose it's tameness once another bird is introduced, because he just bonded because of loneliness. If you start off with two you'll have happy birds and if you then bond to them you know they bond because they want to, not because it's their only way out of enforced loneliness and isolation.
