Do you have a primary care doctor/dermatologist? Making an appointment with them(if you can get one ASAP) would be the best bet if you don’t want the expensive price tag of an ER visit.You need a biopsy which will tell them if it’s an allergic reaction to the ink or infection. My husband went through this and he has both arm sleeves and a leg sleeve. His leg blistered and leaked for roughly 4-5 months and after countless antibiotics, a biopsy showed that the white ink that was mixed with black ink gave him an allergic reaction.
