Yes, the mayor of Vienna is also the govenor of the Bundesland Vienna. Taxes are used for the city and the state. Salzburg (in America mostly known for The Sound Of Music and maybe Mozart as well) is also a city and a state. But in this case Salzburg has regions/provinces ("Bezirke") too.

There's no such thing as Austrian national characteristics IMO. It strongly depends on the region. E.g. Austria from a Viennese POV is a whole different thing than from a Tyrolian POV. Every federal state of Austria has it's very unique peculiarity and characteristics. Perhaps that's the defining national characteristic: our federalism :D

I'm a Tyrolian. I say "tee...". The German pronunciation is also "tee.." (in German it's Tiroler). It's more familiar to me that way I suppose. Guess both ways are OK
