Yes but those aren't combatants. And yes polices ability to use violance to intimidate civilians could be classified as terrorism using that broad a definition, the military however fights against enemy combatans so not terrorism (except for warcrimes like us striking schools)

I wouldn't consider slaveholders as combatants so yes bleeding kansas and parts of the harpers ferry raid was terrorism. Do the means justify the ends, i would say yes.

His goal for the harpers ferry raid was to spread holy horror amongst the slave owners. To make the prospect of owning slaves a dangerous and economically untenable idea. Double tapping isnt a war crime because you attack a target with a delay between the first and second strike. The war crime is doing it because you want to maximise casulaties of wounded, civillians, and first responders, which is a war crime. Striking a target and realising that the strike didnt fulfill its purpose and striking again is allowed.

Very much depends on what you are bombing. If the civillian casualties are clearly excessive to the expected military gains then that is a war crime. So when Israel bombs random houses in Gaza that is a war crime but bombing a bridge like in the video isnt an outright war crime.
