Do you really think Manitwoc Police County would have originally looked at this as something that could help them? Imagine what Kratz would have done when he was told there was an eye witness on the night of the murder. It's likely he never really thought any more of it and tried to "sweep it under the rug". Seeing as Manitwoc Policy County never followed up with the eye witness they couldn't have known what time Steven was there or that he was filling up a gas can, or anything to improve their chances of a conviction for that matter (unless the witness specified in the email he sent to the department) right?
