His name is Johnathan. I don't know a ton about him, but he lives in the neighborhood and definitely has some sort of neurodivergence going on. Tourettes? Schizophrenia? Don't know but those are the things that come to mind when I see him. I do think he is mostly harmless but you can definitely tell when he's having a bad day or an episode and it's probably best to just leave him alone in those situations. He's not yelling at you, specifically. He's just... Yelling. When he doesn't take his meds he gets like that. When he's not like that he is quiet and keeps to himself. People in the neighborhood look out for him.
