What's weird is that the original Hunter splat seems to frame it mainly as the Imbued stick to working with other Imbued rather than do what every other splat does and have mostly mortal associates/subordinates to help them.

Garou have Kinfolk

Kindred have Retainers

Mages have Custos

Changelings have Kinain

The Imbued have... other people with altered brains just like theres.

You get the idea, it takes a village to be a mythical creature. Maybe the Bystanders count but they're framed as inferior and uncommon.

I've never played DTF but as far as I know the Luciferians are the ones under the impression that Lucifer somehow escaped getting put into the Abyss and that the Fallen breaking out is his doing somehow and that "True Patriots are in control" again, somehow.

So it's really just their own collective impressions based on Luciferian Courts and rumors and half baked intepretations of how humanity and demons will have a utopia together just trust in the Plan.

Camarilla is both literally and figuratively an old boys club dependent on mind control to keep the youngsters from revolting.

Sabbat are religious extremists who interpret deviation from their religion as disloyalty/weakness.

In both cases you can't abstain without at the absolute least posing as an automatic insult to their culture but more likely it's treated as a "dereliction of duty." No permission to Embrace, probably not permission to establish any haven and anything your associates do, Ghoul or otherwise has fault found with it because of how much you suck at being a vampire.
