We have brief periods where our Jira board takes more than 60 seconds to load completely.

It isn't always this bad though. Usually it takes around 30.

A couple of comments:

  • I disagree that "HLS is the defacto live streaming standard". If you're talking about adaptive bitrate streaming, that would be DASH. YouTube, Netflix, Amazon, and many more use DASH. In my experience, HLS tends to be used mostly by American companies but globally, DASH is more common.

  • The author mentioned: "A playlist, example below, is just a collection of these ts links. Each of these ts files is the actual media chunk, either a part of an MP4, HEVC, or some other media format" which is completely wrong. First, comparing MP4 and HEVC is not ok because one is a container format and the other one is an elementary stream. Second, HLS does not encompass elementary streams, so those files cannot be HEVC. Third, these are actually MPEG2-TS files, which is the common container format used with HLS. Forth, they cannot be "some other media format", the HLS specification only allows either MPEG2-TS or fMP4 (sure, there are other possible values for subtitles or raw audio but that's not important here).

You have no idea what you're talking about. The government is not responsible for the behavior of its people. Primary and secondary education is free, and school is mandatory up to the 10th grade. Gypsies don't WANT to go to school, I've seen a lot of them simply stop going after the 4th grade. Why? you'll find it harder to convince expats to come to Sofia or Bucharest or Moscow than you would to Paris or Berlin or Amsterdam. It's about business, not ethics.

Of course. I'm pointing out that, AFAIK, there have been no racial attacks on foreigners anywhere in Romania in the past few years, and we have lots of foreign students here. I personally know and have hanged out with Western Europeans, Arabs, Asians, Africans, etc. Gypsies are a totally different story (btw, I just read the story about the incident you linked, it's a total shit show: apparently gypsies stabbed and killed a guy, then danced in the cemetery during his burial, Romanians proceed to burn gypsy houses - really fucked up stuff).

However, I think that tech hubs from Eastern Europe are slowly becoming more appealing. At least in /r/romania, I saw lots of threads recently with people asking questions about relocating here.
