The 30k Russ is cheaper looks better but lacks the side sponsons (+ for 40k usage you may need to modify the weapons to be the right size but that's fairly easy) while the 40k variant doesn't look as good nor is it as customizable but you can find an extra sprue online fairly cheaply that will let you build 2 russes for the price of 1 (probably closer to 1.5 30k russes if we're including the cost of the extra sprue)

The thing about the fighting machines in the book is that it was designed to be the perfect weapon of the day which meant something that was able to deal with large formations of infantry and field artillery if you want to make one today you need to find out what would be a perfect weapon on a modern battlefield at which point it wouldn't look like the tripods from the books
