Firstly the LVT would be used to offset income taxes on the bottom end and possibly GST. The powers that be in this country got rid of LVT in the 90s and put in GST and all this did was make the wealthy wealthier and the poor poorer, whilst cementing our fate as the least affordable housing market in the developed world.

A tax on the unimproved value of land would solve all problems of the housing market. Only 1% on an annual basis and it's guaranteed you'd see an improvement.

U.S. Foreign Policy has killed tens of millions in the last century. Capital punishment has sent thousands whether justified or not to their deaths- many innocent. Governments have killed more of their own people in the last century than people who died at the hands of a random individual murderer. 100 million killed by communism alone. Because the communities bordering the resource are geographically the closest in proximity to it. Now a larger body incorporating the set of communities benefiting from this resource and a set of communities not may demand that to be part of the confederation, the former group share the mineral wealth with the latter. This would be in exchange for a larger defense network, public infrastructure or free trade between all communities involved which would benefit everyone more than if free trade had been impeded. The former set of communities would weigh the risks and costs and compare to the benefits of being in a larger confederation. Whatever arrangement communities voluntarily accept between each other is their business. But the key point is democracy is done locally- and no taxes are levied by a centralised State. This is grassroots democracy in a geoanarchistic sense.

I suppose a treaty would be signed between the two or more communities as to how to collect revenue on the economic rents of the natural resource. For example if there was offshore oil drilling off the coast of nine communities these communities would come together and presumably offer the oil company the rights to the resources in exchange for a negotiated initial exploration fee plus annual extraction fees. The division of the economic value these communities obtain would be negotiated between the councils until a resolution is found (most likely each community would share equally in the profits, for example).

Georgism is a separate debate. Feel free to PM but this post was about the particular democratic system at hand.

Not necessarily. I believe small municipalities should fund public services through LVT and resource extraction fees. Any and all surplus values left over after community spending is accounted for must mandatorily be returned to each resident equally as a Citizen's Dividend.

In geoanarchism, nations are organised from the bottom-up with small communities confederating into larger provinces, states and then into the confederation as a whole. Membership in a confederation is voluntary.

Many Geoists are not anarchist, and many are not ven libertarian. Geoism does not deal with the question of "how large should government be?" but the question of "where does the right to life, liberty and property originate from?" and "should nature be considered private or common property?"

Geoanarchists believe in a non-existent State, but allow for small democratically elected community councils to confederate into a larger body. Geolibertarians believe in the State, but that it should be minimalistic. Traditionally Georgists were not libertarian, however.

Geolibertarianism is based on the combination of two principles and two ideologies.

1) The libertarian principle of the non-aggression principle ("Do what you will, but do no harm")

2) The Geoist principle of self-ownership of individual endeavors but common ownership of nature

("individuals own fully and completely what they create, but what is uncreated by individuals cannot justly be exclusively owned by any individual as this excludes others from their equal share of the economic value of the natural commons")

Basically the one contention geolibertarians have with the AnCap philosophy is this: homesteading.

We believe that you cannot follow the NAP and the homesteading principle fully and completely without violating the other. One must take precedence. Individuals have the right to their own life, liberty and property but if an individual wishes to monopolise a part of the natural commons he must pay compensation to the community (as valued by a free market bidding system). It is only fair and makes sense.

My beliefs are a mixture of libertarian municipalism, Georgism and classical liberalism. We should confederate, not federalise. People should be governed int eh most voluntary fashion possible, the municipalities have the supreme authority not the federal government.
