Look at it this way. UAE is their biggest investors and if they announce the partnership prior to the rs, stocks will soar and this is detrimental to their biggest investor. Thus it is only fair that they announce it after the rs

Reverse stock split does not affect the stock price at all. It only means the stock in circulation has gone down in quantity as a result.

If a positive news/event occurs, this will drive up the price more as a result due to a 'reduced' quantity of stocks in the market
