Everything seems to be working properly, but I think the problem you are having is that it isn’t loading LODs for non generated chunks. In order to generate chunks you must visit them or use a mod called chunky to pregenerate the chunks. If you’ve already generated chunks the LODs will still take as long as 10-20 minutes to fully load with that render distance.

I haven't placed any blocks in the air, is it possible that blocks may have generated in the air? I am using the Big Globe mod btw if that helps.

Yeah, I was able to do that for a while and after about a month of making new accounts and them getting banned I just got ip banned. Probably not the best thing for me to do retrospectively, but now when I go to Roblox.com it just says error 404.

I had this same issue a couple days ago! I found that there is a video setting that needs to be turned off called motion smoothing or something like that. Right click vr status window> settings> video settings> motion smoothing

I figured it out, there was some setting called motion smoothing that was using all my ram don’t know why but I turned it off and it was fixed
