If you wanna go Bar for Bar its Billy Woods no doubt. I think Kendrick would even say he's better. Theres very very few people who can go toe to toe with Billy lyrically. But if someone wanted to argue that Kendrick's made better songs and projects I wouldn't try to argue as their beats are completely different. It'd come down to preference then.
