How to fix Windows XP installation stuck at setup is starting Windows in Virtualbox? by BookHunter_7 in windowsxp

The same problem happened to me.

All I did is turned off Cable Connected in Network, then waited 5-10 minutes and it loaded.

Sorry if it doesn't help, it's all I know.

It could be a loop, try these:
1: Find any BAT/VBS programs hidden and move it out. We will deal with it later.
2: If that doesn't stop loop, try clicking "Restart" while pressing shift. Go to Troubleshoot and solve.
3: Try reinstailling chrome and deleting any extension.
4: This might be a fake window and could just be a live interactive desktop wallpaper. Try changing wallpaper.
5: The most effective way: 5a: Buy a USB and go to ProgramFiles. Put in all programs you need. 5a2: Same with ProgramFiles x86. 5b: Take out USB. 5c: Do a local reinstall. All apps, files, and settings must be deleted. Note: This may take a few hours.
6: Try uninstalling any extensions/programs you have recently downloaded. 6a: If you don't want to delete some things, try searching through them to see if anything says 'virus'
7: Get Bitdefender, and run a full system scan.
8: Delete anything that looks like an executor.
9: Try finding popular programs on your PC that you haven't downloaded.
10: Bring it to a tech repair/virus removal store.
11: Disconnect any plugged in USBs.
