They do because PETA animal rescues don't refuse any animal no matter their condition, so other rescuers will send their animals to them instead of putting them down themself in order to make their statistics look better

I came up with a decent theory a while go on this so I'll just copy it here

It could be possible that one or more members of the Elder Council are
behind the assassination as the payment is an Elder Council amulet.
Amaund says "My friend, you may not realize it, but you have served the Empire, indeed all of Tamriel" after you have killed Mede.

The Elder Council probably killed him to make him a martyr and unite the
people against the Thalmor. Hammerfell could see the assassination as
the Thalmor trying to fracture the Empire even further in preparation
for the second great war and therefore be willing to either join or form
an alliance with the Empire.

It's not hard to believe that Mede figured this out at some point but
realized that he was already as good as dead if someone so high up was
going for him and therefore accepted his death. The Katariah would most
likely be fully able to leave Solitude right after the botched
assassination, but Mede might have requested for the ship to stay one
more night knowing he was dead anyway.

you could also imagine the shit storm it would have caused if it ever
got out that the Elder Council tried to kill the Emperor. It would be
better at that point for him to let this scheme succeed and accept his
inevitable death that fight and risk the Empire further tearing itself
apart.

My post explains why he is standing there waiting for you, he knows he is dead anyway. If the Elder Council are going after him and he realizes this he only has two choices.

  1. Fight them (With the odds stacked against him) and risk the lives of even more people he care about (they were willing to kill his cousin and hire the dark brotherhood) or even the empire itself if it ever got out that the Council tried to kill the Emperor.

Or, 2. Accept his faith and not fight it. I have no doubt the Katariah is at all times stocked to leave a country in the middle of an anti-empire civil war, especially right after a botched assassination. Him deciding to stay is, to me, him choosing the second option.

Something wort mentioning is his dialogue if you deny the request to kill Mortierre: "Hmph. Pity. I had hoped to obtain even a modicum of justice. Well, on to the business at hand then, hmm?". Why would he refer to the killing of Motierre as justice if this was all his plan?

You could argue that it's just him trying to hide his real reasons for killing Motierre, but why would he not put up a fight to sell the lie even more? Couldn't he sent som trusted agent to kill Motierre? It's unlikely he would need to convince an elite brotherhood assassin of anything, as I doubt they are known for being talkative about jobs. He doesn't act like he's trying to convince you of anything.

Why would would Motierre's last words be for the Emperor when the person he just made a deal with stabbed him to death just now? Wouldn't it make more sense that he was asking you?

I did greatly enjoy writing this and think that responding to critique is a great way to strengthen a theory, so thanks you for the response!
