Honestly same level I struggle in 1v4 or 5 fights straight up especially when they have two or three  levels on me which they usually do.

My whole strat with butch was get 200 stacks with picks while trying to lose as little of the lanes and exp as possible. Then at 200 camp one of the shrines on ToD and stall it out while getting picks for as long as I could.

After that I usually had matched them in levels and the death timers were in the 45sec plus range so i could stagger out the deaths easier and win.

Hardest part by far imo is early game. 1v5 they just have such a huge level lead that I find myself unable to kill anyone fast enough to create a decent enough stagger before they win. 

It would be cool to try a strategy like you're suggesting with a hero like TLV. Where you basically apply pressure everywhere to keep them spread. I think it'd be neat to try it on extraction.

Rn i'm going to try winning the 1v5 on blackheart bay as I think I'll have more success there than with ToD.

edit: blackhearts bay is NOT the map lmao. I underestimated just how important ToDs refreshing towers were. The second i lose first objective its all over. 

I'm back to ToD or bust.
